View Only with signatory permission

Hello, I’m trying to update an officer to view only access; however, I get an error that the user is assigned with company roles so I need to change that first. Is company roles equivalent with signatory? We do want him to still be able to approve grants and exercises. Is it possible to have view only & report access but still be an approver on the grants?
